Surprise! China's Safety Standard >100 times stricter than Canada's

Many people would be surprised to know that CHINA actually has a safety standard in electromagnetic radiation which is much stricter than our Canadian one.

Reasons:

(1) During the Cold War, the embassies of the communist countries and US/UK were heavily zapping each others with low-level microwave, causing embassy staff to have cancers and mental illnesses. China was well aware of the potential harm that electromagnetic radiation could lead to.  
De-classified Naval Research Report on MICROWJAVE AND RADIO-FREQUENCY RADIATION compiled in 1971, after the Cold War was over:

(2) China is one of the few countries (if not the only one!) which has conducted large-scale microwave radiation study on humans. In the 1980s, in one study they use 1312 workers, divided them into a control group plus two groups of different occupational radiation levels. In another study, they used 1859 youngsters (kindergarten to college age). 1170 subjects were divided into various ages and exposure levels. Another group of 689 subjects at the same ages and grades acted as the control group. The "results showed that chronic exposure to EMFs are associated with a variety of non-specific symptoms, including increased frequency of neuroses, liability of vegetation nervous system, and slight changes in peripheral blood, lens, and non-specific immune function... the existence of health hazardous effects of RF (radiofrequency) and MW (microwave) could not be denied." http://www.salzburg.gv.at/Proceedings_%2820%29_Chiang.pdf

Based on those studies, the "General Public Exposure Limits to RF Radiation in China (by Ministry of Health)" for the range of >0.3-300 GHz (incl. Wi-Fi range 2.4 GHz) was set at 10 μW/cm2.

In 2006, with further EMF studies and scientific findings, National Institute for Environmental Health and Related Product Safety in Beijing called for a further reduction on the exposure level.  According to
Professor Zhaojin Cao, "To sum up, recent ten years (1994-2004) epidemiological studies in EMF in China found that low intensity EMF might have some bad effects on health, and what should be highly concerned is that some bad effects were caused by exposure lower than the present EMF limit. As above mentioned, precaution strategy should be adopted when amending and prescribing new exposure limit for the public." 
Prof. Zhaojin Cao directs the National Institute for Environmental Health & Related Product Safety, the Chinese Center for Disease Control and Prevention, located in Beijing China. Since 1997, he has published research on mobile phone health effects and protection. He is a member of the WHO EMF Project's International Advisary Committee (IAC). He is a member of the Chinese Biomedicine Engineering Association, and is the editor of the Journal of Hygiene Research. 
Please note that Health Canada's current "safety" limit is 1000 μW/cm2 - more than 100 times higher than that of China and many countries in the world:

    *  USA\Canada = 1000 μW/cm2 (microwatts /cm2)
    *  Italy, Russia, Poland, Paris (France),
        China, Switzerland, Hungary = 4.25-10 μW or lower/cm2

    *  Belgium (Brussels, Wallonia, Flanders),
        Bulgaria, Luxembourg = 2.4 μW
    *  Salzburg (Austria) = 0.001-0.0001 μW/cm2 (outdoor-indoor)

How to reduce Wi-Fi (Microwave) Radiation on our Children


While we continue to demand our Canadian Government to lower the Electromagnetic Fields exposure limit in our country, it is impossible to avoid ALL exposure. The malls, e.g. are filled with multiple overlapping Wi-Fi coverage from 6-12 networks at any given time. 

However, we can reduce the radiation exposure and risk to our children by 70-80% IF:
 
1) We turn off Wi-Fi and go back to hardwired network in school,
2) Parents reduce Wi-Fi  exposure by either hardwiring computer connection
at home (just buy a cable!), or by turning Wi-Fi off when it’s not used, especially overnight. 

Remember: Every Wi-Fi transmitter, if left on, continues to pulse 2.4 billion cycles of microwave frequency per second into its surroundings. This frequency goes through walls and humans bodies.

Scientists Urge Halt of Wireless Rollout and Call for New Safety Standards: Warning Issued on Risks to Children and Pregnant Women

"Scientists who study radiofrequency radiation from wireless technologies have issued a scientific statement warning that exposures may be harming the development of children at levels now commonly found in the environment. Pregnant women are cautioned to avoid using wireless devices themselves and distance themselves from other users..."

"Current US (Canada) and ICNIRP standards for radiofrequency and microwave radiation from wireless technologies are entirely inadequate. They never were intended to address the kind of
exposures from wireless devices that now affect over 4 billion people."

"The combined effect of cell phones, cordless phones, cell towers, WI-FI and wireless internet place billions of people around the world at risk for cancer, neurological disease and reproductive and developmental impairments."

"We are already seeing increases in health problems such as cancer and neurobehavioural impairments, even though these wireless technologies are fairly new in the last decades or so for the general public. This finding suggests that the exposures are already too high to protect people from health harm." 

"Safety standards also ignore the developing fetus, and young children who are more affected."

"The Scientific Panel urges a halt to the rollout of new wireless technologies, especially those that cause exposures for pregnant women and for children."

The Seletun Scientific Statement

1) Low-intensity (non-thermal) bioeffects and adverse health effects are demonstrated at levels significantly below existing exposure standards for telecommunications and power utility technologies in developed and developing countries.

2) ICNIRP and IEEE/FCC (Health Canada) public safety limits are inadequate and obsolete with respect to prolonged, low-intensity exposures common today.

3) New, biologically-based public exposure standards are urgently needed to protect public health world-wide.

4) It is not in the public interest to wait. Instead, governments should take decisive action now to protect biological function as well as the health of future generations.

A rapidly accumulating body of scientific evidence of harm to health and well-being constitute warnings that adverse health effects can occur with short-term and prolonged exposures to very low-intensity
EMF at biologically active frequencies or frequency combinations.

1. The Global Population Is At Risk.
2. Sensitive Populations Are Currently Vulnerable. Sensitive populations (for example, the elderly, the ill, the genetically and/or immunologically challenged) and children and fetuses may be
additionally vulnerable to health risks; their exposures are largely involuntary and they are less protected by existing public safety standards; and they may amount to 40-50% of the population;

3. Government Actions Are Warranted Now Based on Evidence of Serious Disruption to Biological Systems... the consequence of doing nothing in the short term may cause irreparable public health and economic harm, where the populations potentially at risk are very large, where there are alternatives without similar risks, or where the exposures are largely involuntary;

4. The Burden of Proof for the Safety of Radiation-Emitting Technologies Should Fall on Producers and Providers Not Consumers.
 
5. EMF Exposures Should Be Reduced in Advance of Complete Understanding of Mechanisms of Action.
 
6. The Current Accepted Measure of Radiation Risk—the Specific Absorption Rate (‘SAR’)—Is Inadequate, and Misguides on Safety and Risk.

New Recommended Exposure Standards
 

Based on power density measurements, the Seletun Scientific Panel finds sufficient evidence for a whole-body scientific benchmark for adverse health effect exists down to 0.17 mW/m2 (also 0.000017 mW/cm2 = 0.017 μW/cm2). It is approx. 50,000 – 60,000 times lower than the current ICNIRP/FCC standards.This may need to be lowered in the future.
Editor: Current exposure standard upheld by Health Canada is at 1,000μW/cm2(microwatts/cm2). The above recommendation is at 0.017 μW/cm2. The standards set by governments for most of the other countries are currently at 10 μW/cm2 or less (down to 0.02μW). Yes, our ridiculously lenient exposure limit is 58,824 times higher than this  recommendation based on the latest scientific research. Our government is NOT taking the "Precautionary Principle" to protect Canadians. Please see "The Essential Message" on this website for more on the comparison.

A Significant Error or Omission in Health Canada's Safety Code 6

Re: Safety Code 6 Oversight Recommendations of Standing Committee on Health

Dear Minister Aglukkaq;

Safety Code 6 is the scientific standard used around the world for human exposure to radio-frequency emfs. Provinces refer to Health Canada for safety standards.

A significant error or omission in Safety Code 6 was reported to your office and by witness for Canadian Parliament's Standing Committee on Health in October 2010. The Recommendations of The Standing Committee in December, 2010 included Health Canada investigating the oversight reported in Safety Code 6.

Health Canada and provinces can qualify the error and omission through their existing provincial electrical standards. Electromagnetic induction on a bare conductor (human) running at their own frequency brings on a host of electrical problems for the unprotected including the heat effect. Safety Code 6 says the electromagnetic induction is to be avoided because experimental studies have shown nerve and muscle depolarization. Depolarization is part of the natural process but you don't want it initiated because of emf induction.

As an example Wi Fi in schools violates Health Canada's Safety Code 6 because the very fast frequency interaction with the unprotected children is causing electromagnetic induction associated with nerve and muscle depolarization or a heat effect.

Wi Fi is only installed for cost convenience or profit because radiating an entire area is cheaper than construction/electrical costs to install it safely. Wired computer stations deliver data faster, safer and sustainable while providing real economy while advancing technology in education.

Has Health Canada followed the recommendations of the committee and forwarded the oversight to recognized testing agencies or electrical certification? Why isn't Health Canada sharing the significant oversight with provinces? Every day of radiation is producing adverse health effects as reported by Health Canada with unrealized costs with the domino effect.

The dangers of radio frequency interaction with humans including the oversight in Safety Code 6 were just lectured in U.S. Medical Education where doctors and other health professionals get education credits they need for licensing. That makes the dangers and the oversight medical education, not just an opinion. As a professional with national and provincial credentials provided by government, I am again reporting this as a national emergency.

Analyzing the Health Impacts of Modern Telecommunications Microwaves
A peer reviewed and published scientific article January 2011 from University of Athens, Department of Cell Biology and Biophysics:

We are not alone! Victoria School District is re-evaluating the safety of Wi-Fi

CST-Victoria (a group of concerned parents and citizens) is calling for the Board of School District 61 to adopt the Precautionary Principle and not install any more wireless Internet systems in public schools until it can be proven safe. 

The Greater Victoria School District has set up a sub-committee to re-evaluate the safety of Wi-Fi technology in schools, and has started the first of a series of meetings on the issue.

The Essential Message


 

 What is Wi-Fi?
  • It provides wireless internet and network access for computers in School
  • Commonly broadcasts at 2.4 GHz, or 2,400 MHz, microwave radio frequency (2.4 billion cycles per second) 
  • While cellphones mainly affect the person using the cellphone during transmission, a Wi-Fi transmitter pulses 10 times per second, and the microwaves go through every person inside the coverage area during every second of exposure

* The Bioinitiative Report - dismissed by Health Canada as not being accepted by "the international scientific community" - was the very study on which the European Parliament based their 2008 resolution to take a "Precautionary Approach" and set stricter electromagnetic waves exposure limits in its 27 Member countries. The European Parliament adopted that resolution almost unanimously, by 522 votes to 16!

We often hear the comment about the frequency or wattage of Wi-Fi signals being "WAY below Health Canada's standards".

Why?

Health Canada's standard is embodied in a document known as "Safety Code 6", which defines the "Limits of Human Exposure to Radiofrequency Electromagnetic Fields in the Frequency Range from 3 kHz to 300 GHz". 

According to SC6, Microwave has an exposure limit of 10 watts per meter squared. We need to convert this to microwatts per cm squared in order that it can be compared with other countries. 10 watts per meter squared = 1,000 microwatts per cm squared.

Health Canada's focus is on thermal effect or temperature change in the body. 


Comparison of our limit alongside other countries' standards:
  • USA\Canada = 1000 microwatts /cm2 (same as ICNIRP 1998)
  • Australia = 200 microwatts /cm2
  • Auckland (New Zealand)  50 microwatts /cm2
  • Italy, Russia, Poland, Luxembourg, Paris (France),   Hungary, Bulgaria, China, Switzerland = 2.4 to 10 microwatts /cm2
  • Salzburg (Austria) = 0.0001 microwatts /cm2

How about something closer to home?
Dr. Sheela Basrur the Chief Medical Officer of Toronto wrote in a memo to the Toronto Board of Health, Nov 5, 1999:

“There is much more uncertainty related to the nonthermal
health effects of the RF field. Adverse effects that
have been observed in scientific studies in laboratory
animals include tumour promotion, the ability to affect the
blood-brain barrier; the potential to influence the body’s
pain control mechanisms, and the ability to affect sleep
patterns.”

As a result of Prudent Avoidance, Toronto adopted
a standard 100x stricter than Health Canada since 1999.  
  • Our School = 1000 microwatts /cm2
  • Toronto = 10 microwatts /cm2 (since 1999)
  • Italy, Russia, Poland, Luxembourg, Paris (France),   Hungary, Bulgaria, China, Switzerland = 100+ X less
  • Salzburg (Austria) is 10,000,000 X less
In November 2007, Dr. David McKeown, the Medical Officer of Toronto, wrote:
“...the Board of Health recommend to Health Canada that public exposure limits for radiofrequency fields under Safety Code 6 be made 100 times more strict as previously recommended...”
 
To date, Health Canada has not changed its standard.


Why are the standards so much stricter in some other parts of the world?
Health Canada is mainly concerned with living tissue heating up due to microwave radiation. Countries with stricter standards recognize
biological danger from microwave radiation.

How can Wi-Fi cause biological dangers?
This is DNA. Every cell in the body has it. Each “rung” on the DNA ladder is genetic material needed for life.

1971 US Naval Medical Research Institute report referenced more than 2300 research articles listing more than 120 illnesses caused by radio frequency and microwave radiation including damage to the thyroid, blood, reproductive organs, heart and brain in addition to cell mutations.

Children are more vulnerable because:
  • Their skulls are thinner and their brains less protected
  • Their brain cells and bone marrow are not fully developed
  • Wi-Fi wave size (12cm) is about the same size as children's skull  thereby maximizing absorption (wave resonance)
  • Growing bodies require more rapid cell multiplication. Damaged DNA will also multiply.
  • Once damaged, reproductive cells will pass on to future  generations.

What do DDT, Agent Orange, asbestos, thalidomide (pills for morning sickness) and BPA have in common?




 





  • At one time, all were approved for use by Government sanctioning bodies only to be found harmful to humans later.
  • BPA was known to be estrogenic since the mid 1930s. Canada partially banned it in 2008. Complete ban in 2010. 80 years later.

Safety standards can be slow to change
allowing permanent damage to human health.

  • Thalidomide pills were prescribed to pregnant mothers to deal with morning sickness.
  • The drug caused severe birth defects. Some babies were born without arms and legs.
  • Total affected: At least 10,000-20,000 babies.

“The fact that there are no specific studies done on children. Does that concern you?

Health Canada's spokesperson Beth Pieterson replied:
Not for this. No, it doesn't concern me.

What can WE do?
Sign a petition requesting Wi-Fi be turned off at our School until there are conclusive long term studies which confirm that daily exposure of Wi-Fi poses no Danger to children.


Computers in School can still function
using wired connections. If we act together, we can protect our children from unneeded Microwave Radiation.


The Precautionary Principle is the international guideline for governments to deal with potential health crisis when consensus in science is not yet available. According to “The United Nations Educational, Scientific and Cultural Organization (UNESCO) – 2005 World Commission on the Ethics of Scientific Knowledge and Technology":

When human activities may lead to morally unacceptable harm that is scientifically plausible but uncertain, actions shall be taken to avoid or diminish that harm.

Morally unacceptable harm refers to harm to humans or the environment that is
- threatening to human life or health, or
- serious and effectively irreversible, or
- inequitable to present or future generations, or
- imposed without adequate consideration of the human rights of those affected.
Actions are interventions that are undertaken before harm occurs that seek to avoid or diminish the harm.

The following is a letter written by Carol Hughes, MP, after she attended the Canadian Parliament's Standing Committee on Health hearings concerning Microwave Radiation.    


Wi-Fi Concerns Should Lead to Updated Regulations  (Tue 7 Sep 2010)

Last spring I attended the House of Commons Standing Committee on Health meetings that investigated the health effects of microwaves from wireless devices such as cell phones and Wi-Fi. At that time, I was approached by a group from Collingwood who reported an illness cluster in their school that is consistent with microwave exposure. 

The Simcoe County District School Board had installed a blanket microwave Wi-Fi system throughout every school, and the parents at Mountain View Elementary School in Collingwood had begun to report an illness trend involving childhood headaches, nausea, vertigo, insomnia, and even tachycardia (a heart condition requiring medical attention). Some parents had spent the last 18 months in and out of doctor’s offices with a novel collection of symptoms that disappeared only when the children were not in school.

They have documented their concerns and reported them to the Simcoe County School Board, only to be told the Wi-Fi system is perfectly safe according the Health Canada. 
 
While at committee we heard from Health Canada officials who defended the department’s Radiofrequency Exposure Guidelines (Safety Code 6), only to have those same guidelines questioned by international research scientists whose research show that people can experience biological changes in the presence of these low-level microwaves. One scientist also warned about an increased prevalence of cancer if Health Canada’s “safe” limits for microwave exposure are not lowered. 

Health Canada officials confidently stated there is “no cause for concern that Wi-Fi is dangerous.”

What they should have said is that Safety Code 6 is sufficient, in their opinion. As we heard in committee, there is no consensus among research scientists that microwave radiation is safe, and Health Canada did know that. In a study by the Royal Society of Canada, commissioned by Health Canada in 1999 and updated in 2001, there is conclusive evidence that potentially dangerous things happen from microwave exposure.

Those things include weakening the blood brain barrier which protects us from disease, increasing certain enzymes known to promote cancer, and changing behaviour. This is hardly promoting a safe learning environment for young children. According to the Royal Society Report, young children are among the most vulnerable when it comes to microwave exposure. The report is clear that these biological changes happen well below the current “safe” limits set by Health Canada.

Health Canada’s guidelines are not protecting us. They are outdated and designed for a grown man at 6 minutes of exposure. They don’t take into account a 4 year old girl getting microwave exposure for 6 hours a day, five days a week, for 14 years of public school. That is the environment right now in Simcoe County schools, and other school Boards across the country about to roll out microwave transmitters for blanket Wi-Fi coverage because Health Canada tells them it’s safe. 

Health Canada must tell Canadians the full story when it comes to microwave irradiation of children. What we’re doing by exposing them to all day Wi-Fi in school is really a big experiment, with unknowing volunteers.

Protect your children from cell phone and WiFi radiation before it's too late

Barrie Trower, a physicist and former British Secret Service Microwave Weapons Specialist, said he came out of retirement because microwave technology that was used for weapons is now being used in schools.

Speaking at the University of Toronto recently, Mr. Trower said he refuses all gifts and all money; consequently he tells it “exactly as it is.”

He said there is a lot of proof that microwave radiation – used for cell phones and WiFi - is harmful and governments have known this for many years. 

“Your government (Canadian) is one of the world leaders in microwave radiation research. The U.S. joined Canada in conducting research ... The first symptoms of microwave sickness were documented in 1932.”

He added that there are 13 secret code names of microwave radiation research used by Canada, the U.S. and Britain.

Research results show that lung damage, destroyed brain cells and damage to the blood brain barrier are among a litany of ill-effects of prolonged exposure to low levels of microwave radiation; and children are the most susceptible because their cells are close to the size of the microwaves. Mr. Trower said this means children act as antennae for the microwaves. 

“Children are not small adults. Their systems have not yet formed. It takes a few years for the blood brain barrier to form. It's like a fish net that surrounds the brain and keeps toxins out (of the brain). Microwave radiation makes the holes (in the blood brain barrier) bigger so toxins leak into the brain. This can cause psychiatric problems.”

Auditory hallucinations that make people think they're hearing sounds, fatigue, difficulty concentrating, sleeplessness and irritability are among the symptoms of blood brain barrier damage researchers have documented. 

Damage to the immune system, which takes 18 years to develop in children, is another effect of exposure to microwave radiation Mr. Trower cites. 

He also said we have electric cables in our bodies, formed by mile-long, inch-thick sheets of layers of proteins, that take 22 years to develop in children; and microwave radiation affects the protein synthesis.

Mr. Trower said there isn't a school in the world that hasn't seen an increase in aggression and other bad behavior when WiFi was introduced. 

He cites paranoia, hallucinations, suicidal tendencies and inability to make decisions, among the deleterious effects of exposure to low levels of microwave radiation. 

Then he gave an explanation for why little is being done about this issue.

“By 1971 we knew everything that needed to be known. This document (a 1976 summary of U.S. Defense intelligence agencies' research) is the saddest most despicable document ever published in history. Lack of concentration, menstrual disorders, headaches and irritability are some of the effects of exposure to microwaves, listed in this document,” Mr. Trower said, followed by this statement: 'This should be kept secret to preserve industrial profit.' " 

He added that as far back as the 1950's profit was deemed what needed protection, not people's health.

“In the 1950's researchers conducted experiments on the effects of microwave radiation. Their report contained this statement: 'If this paper becomes known around the world, it will threaten military and commercial investments.'”

Remarkably, the European Parliament has decided that it can't even trust the World Health Organization's (WHO) guidelines for acceptable levels of microwave radiation

Mr. Trower said the European Parliament wrote to its 27 countries urging them to ignore WHO guidelines and set exposure limits at lower levels. (See: http://www.europarl.europa.eu/sides/getDoc.do?language=EN&reference=A6-0089/2009#title1)

And what was the WHO's response? 

“The WHO said they will not comment on microwave radiation effects on people until 2015, when it will be able to establish effects on human beings. They are watching people to see how many will become sick. We're being experimented upon.

He added that the WHO only began studying microwave radiation effects on children in 2009 and it said it won't be able to comment until 2020.

Meanwhile, Mr. Trower said Russia is banning any children under 18 from microwave exposure, when possible, and Britain said children under 12 should have no microwave radiation exposure at all. 

This is in the wake of reports made to the British parliament detailing the cases of 11 children under 11 years old who have leukemia. Mr. Trower said this is how the government responded:
“The minister said we're within international guidelines and sat down. This happened four times.”

However, as a result of research that documents the harmful effects of microwave radiation on fetuses, the British government said that pregnant women must not be exposed to microwave radiation. 

“The head of the fetus has multiple connections going on in the brain of the fetus. Microwave radiation gives the fetus an innumerable amount of electrical shocks. This can cause brain blood barrier damage that can result in severe psychiatric disorders later in life.”

And this is but one of a number of risks to fetus development microwave radiation causes. 

“It's a serious thing, even low levels of microwave radiation,” Mr. Trower said. “It affects ovarian follicles and eggs. It can damage genes and eggs and the damage is irreparable. Generations will carry genetic defects. It's threatening the health of future generations, so it must never be put in schools.”

He said there is no known safe level of microwave radiation for a child. “No scientist in the world has published a safe level for a child.”

* The Bioinitiative Report - dismissed by Health Canada as not being accepted by "the international scientific community" - was the very study on which the European Parliament based their 2008 resolution to take a "Precautionary Approach" and set stricter electromagnetic waves exposure limits in its 27 Member countries.
