Wi-Fi in the Education Environment

The following is a study by Gary Brown. Ed. D. -  Instructional Technologies and Distance Education from Nova Southeatern University and Public School District Educational Technology and Distance Learning Specialist.

Note that "Wireless Local Area Network" (WLAN) as mentioned in the study, is another name for Wi-Fi (Wireless Fidelity).

"Several million electric pulses (megabits) travel in streams of invisible energy (radio waves) carrying true characters... digital pulses of radio waves move fast at the speed of light... Since WLANs (Wi-Fi) would be on during the school day, the RF/MW transmitters attached to these wireless systems are transmitting continuously. Electric pulses in the RF/MW region (radio waves), the band of the electromagnetic spectrum used for communications, can pass through nearly all types of matter, including children."

"W. Gregory Lotz, Ph..D., Chief, Physical Agents Effects Branch Division of Biomedical and Behavioral Science (MS C-27) for NIOSH (National Institute of Occupational Safety and Health) and NIOSH’s representative to RFIAWG (federal Radiofrequency Interagency Work Group).... indicated that a hard-wired portable classroom connected to a rooftop antenna would be a safer option than wireless-laptops, work stations, and base stations in a classroom environment."

"Senior Scientist Norbert Hankin, of the EPA (Environmental Protection Agency) Office of Radiation and Indoor Air and Chairman of RFIAWG (federal Radiofrequency Interagency Work Group).... When questioned about the health and safety concerns of the wireless computer in the classroom scenario, Mr. Hankin said: “In my personal opinion, I wouldn’t do it.” (Emphasis added.) He further stated that there are animal studies showing health issues with short-term exposures to non-ionizing RF/MW radiation. Mr. Hankin expressed concern about children who would be close to transmitting antenna(s) (wireless-laptops, work stations, and base stations) and exposed to prolonged low intensity transmissions. He likened it to being in a room of cellphones running all day long. Mr. Hankin suggested that the hard-wired portable classroom scenario, connected to a rooftop antenna, was a safer way to go."

"University of Utah scientist, Om Gandhi published in 1996, greater distribution and penetration of RF/MW radiation was found in the heads of 5- and 10-year-old children using a cell phone than in those of adults using a cell phone. Significantly larger amounts of the radiation were absorbed by children when compared to the absorption rates of adults." 


"At the University of Washington, researchers Lai and Singh (1996) showed single and double DNA breaks and long- and short-term memory loss in laboratory animals exposed to RF/MW radiation.Lai said, “Because mobile phone RF penetrates deeper into a child's brain, more brain tissue would be exposed.” He added that not all brain cells have been developed in children, with some cells in the cerebellum (in the back of the brain) taking 10 years to develop. Cumulative damages in DNA may in turn affect cell functions. DNA damage that accumulates in cells over a period of time may be the cause of slow onset diseases, such as cancer"

"Professor Leif Salford, a Swedish neurologist, stated: "...Within two minutes of exposure, the rat’s brain tissue was found to be opened up to proteins and toxins contained in the blood after the defense mechanism (blood-brain barrier) was disabled. " Salford found that the blood brain barrier opened at exposure levels 4,000 times lower than the current FCC (Health Canada) guidelines."

"Libby Kelley, former public health policy analyst at the U.S. Department of Health and Human Services... states: “Until we know beyond the shadow of a doubt that this technology can be safely used by children, we are behaving like irresponsible adults by treating our children as guinea pigs in this uncontrolled experiment."

School District Liability Questions

"In light of the current scientific controversy surrounding RF/MW radiation, what kind of financial liability would a school district incur if long-term exposure to wireless communications is found to cause cancer or other disorders?

Dear members of the Board,

Re: Children’s Exposure to Microwave Radiation from Wireless Internet (Wi-Fi) in Schools.

The purpose of this letter is to alert school officials who are responsible for making health and safety decisions within our schools to the overwhelming scientific evidence available that supports precautionary measures with regards to children's exposure to high frequency microwave radiation (MWR) emitted from wireless communications that include roof top transmitters, cell phones and Wi-Fi. Many scientists have expressed great concern that children especially are at risk for serious health consequences with continuous exposure to MWR due to unique characteristics such as: thinner skulls (deeper penetration), more water in brain (conductor), smaller size, absorb ten times more radiation in bone marrow than an adult, and immune and neurological systems are not fully developed until early twenties. Most would agree internet accessibility in schools is an essential tool for students in the 21st Century, however, this does not require exposing children and staff to MWR for many hours every day when safer hard wired alternatives exist. Recently there has been much attention in the media on this highly debated health issue, and concerns are growing amongst parents that exposure to industrial strength Wi-Fi will increase the risk for many serious health effects to their children. With thousands of published and 'peer reviewed' studies and over a dozen International Proclamations from scientists around the world stating MWR is harmful; this is not simply a few parents over reacting. As concerned parents and members of Citizens for Safe Technology Society, we respectfully request to present information to the Board regarding the safety of Wi-Fi in our schools from many credible sources that include scientists, doctors, health and environmental agencies, government including the European Parliament. It is imperative school officials have all the facts to make informed and responsible decisions regarding the health and safety of our children.  Other countries are now removing Wi-Fi from schools; it is our duty to find out why...

 Wi-Fi like cellular phones emits low level, high frequency radio waves in the microwave portion of the electro-magnetic spectrum. Currently safety standards in Canada regulate against thermal (heating) effects only, and do not include protection against biological effects that scientists around the world through research have proven occur at levels far below current safety standards with no outward heating effect. Many other countries such as France, Austria, Switzerland, Russia, Germany, Italy, Australia, Bulgaria, Czech Republic, Hungary, Poland, and China have exposure standards hundreds to thousands of times more strict. You may not be aware; there has been no premarket testing of this pulsed, low intensity cellular/wireless technology which was introduced in 1997, and specifically no testing on the biological effects of Wi-Fi on growing, vulnerable children. It is no secret that the rapid deployment of wireless technologies has outstripped the scientific ability to quantify risk. As parents, we should not have to prove this new technology is dangerous through the ill health (present and future) of our children. Instead the onus should be on the wireless industry to prove it is safe, before it comes to market and be mandated to monitor effects on health like our country does with pharmaceuticals. Wi-Fi put in schools makes our children involuntary participants in a human science experiment without any controls nor any parental consent.   

 We are very aware of the action being taken in Europe to protect children by enacting the precautionary principle in this regard http://www.europarl.europa.eu/oeil/file.jsp?id=5680652
and further applaud the Los Angeles Board of Education for unanimously passing a resolution in May 2009 limiting cellular antennae on school properties for health reasons and further resolving to hardwire computer installations for reasons of health and security. This School District has approximately 600 schools in its mandate. Parliaments, local governments, schools, libraries, and others taking preventative action have reviewed the full 'BioInitiative Report', we encourage you to do the same. In this analysis report of 2000 'peer reviewed' studies on the biological effects from electromagnetic radiation it specifically found:

—Double strand DNA breaks and oxidative stress
—Stress proteins in cell creating cellular distress
—RF induced gene expression changes
—Sleep, cognitive function and performance changes
—Blood brain barrier alterations
—Micronuclei and chromosomal aberrations
—Adverse neuro behavioural effects


Currently there is very little research associated with wireless routers (Wi-Fi), and the heath effects to children from daily exposure is still unclear. However, long term cell phones studies have shown an increased risk of several types of tumours, including tumours of the brain, the eye, the nerve leading to the ear, and the salivary gland. These tumours appear on the same side of the head used to listen to the cell phone and appear after 10 years of moderate to heavy cell phone use (0.5 hr average daily).

“The results indicate that using a cell phone for > or = 10 years approximately doubles the risk of being diagnosed with a brain tumour on the same side of the head as that preferred for cell phone use. The data achieve statistical significance for glioma and acoustic neuroma.”

 "Mobile phone use for greater than 10 years was associated with a 5 fold (500%) increased risk acoustic neuroma on the same side of the head as phone use, for subjects with first use at age < 20
(for all ages it was a 3 fold increase).

Please consider the following statement made by Dr. David Carpenter, Professor and Director, Environmental Health Sciences, Institute for Health and the Environment, School of Public Health, University of Albany http://electromagnetichealth.org/quotes-from-experts/

"...Unfortunately, all of our exposure standards are based on the false assumption that there are no hazardous effects at intensities that do not cause tissue heating. Based on the existing science, many public health experts believe it is possible we will face an epidemic of cancers in the future resulting from uncontrolled use of cell phones and increased population exposure to Wi-Fi and other wireless devices.  Thus it is important that all of us, and especially children, restrict our use of cell phones, limit exposure to background levels of Wi-Fi, and that government and industry discover ways in which to allow use of wireless devices without such elevated risk of serious disease. We need to educate decision-makers that ‘business as usual’ is unacceptable. The importance of this public health issue can not be underestimated.”

 A petition started advocating for hard wiring of schools and restriction of cellular antennae on school properties currently has hundreds of signatures, and those numbers are increasing steadily. Our group represents many parents who wish to see schools opt for the complete safety of hard wired connections, as is happening in a growing number of schools, libraries and universities in Europe. It is encouraging to see different Parliaments (European, French, German, Liechtenstein to name a few) take action to protect their citizens. It is also notable that Toronto Department of Public Health issued a warning regarding young people’s use of cellular technology. I am attaching a small sampling of information for your review. On behalf of many concerned parents, I, along with a small group of parents, request a personal meeting with you to discuss the tremendous challenges facing parents who have informed themselves on this emerging public health issue. There is growing despair among these parents who believe very strongly that the future health of their children is at risk from the involuntary exposure they must sustain each day to gain an education. We believe that Health Canada’s Safety Code 6 is inadequate and obsolete – it only addresses thermal exposure, is not biologically based, and does not address pulsed/modulated ICRW at 2.45 GHz frequency.

At this time in history, when many credible and highly placed world wide scientists and medical doctors are calling for caution and protection of children from exposure to wireless technologies, the educated and knowledgeable course of action would appear to be one of investigation, open discussion and opting for the safest possible actions. When analyzing a risk/benefit scenario, it would appear to informed parents that the common sense approach would be to choose hard wiring of school computers given the ongoing biology vs. physics scientific debate. The only reason hard wiring is not being installed in schools is for the reasons of cost and convenience. Is this the best we can do for our children?

We sincerely request that you hear the deep disquiet surrounding this issue, and meet with a group of concerned parents for open discussion of this issue. We believe there is a profound urgency to protect our children from the biological effects of low intensity non-thermal non ionizing microwave radiation, and that the emerging science demonstrating harm needs to be taken into careful and immediate consideration by those charged with the protection of our youth.  Let the children be the first among us to receive protection; let us insist like other countries the use of safer hard wired connection instead of Wi-Fi.

Dear Concerned Parent/Governor/Teacher,

I have read with great interest your letter below, and I certainly agree with your corrections. To begin with, one can not help wondering why children should need wireless networks. My experience is that they need knowledge, support, confirmation, help, understanding, tenderness and love under the guidance of responsible and mature grown‐ups in the form of teachers and parents.

One may think that the WLAN computer networks only use ‘low power radio transmitters’, but compared to the natural background  fields, in which living cells have developed during the last 3.8 billion years, these electromagnetic fields are actually very, very strong. It is, thus, wrong to believe that evolution has furnished us with a safety protection shielding layer against such WLAN signals, it has not.

Regarding the ‘potential educational benefits’, my experience is that such have never been properly evaluated and definitely not proven.
If it is ‘impossible to give absolute guarantees of safety when dealing with new technology’, or if a definite risk can not be calculated, such technologies must be reconsidered. Also, do not forget the new EU recommendations about the ‘producer’s legal responsibility’, i.e. in this case – since the school is producing the teaching – one must hold the school fully responsible for any negative, short‐ or long‐term, effects. Lack of knowledge can not be used as an excuse to use a certain technology!

‘Radio waves have been used for over 100 years’. This is not true and, as you point out dear Parent, we are dealing with amplitude‐modulated or pulsed microwaves in the 2.45 GHz range (or nearby), in a form which has only been around to any extent for the last 10‐15 years.

‘At present there is no scientific evidence of any harm from such systems’. This is not true, e.g. in my research group at the Karolinska Institute we have published a series of papers dealing with FM radio and cancer, mobile telephony and cancer, mobile telephony and long‐term sickness, general health, the impairment electro hypersensitivity, etc. See, for instance, the following recent papers:

Finally, dear Parent , you state yourself that ‘There are many adverse health effects reported in the scientific literature as well as clusters of cancer around phone masts.’ As a matter of fact, the number of scientific articles (in the thousands) is such, that one rightfully has to ask: When is it enough? Do we not know enough already about microwaves and biological and medical effects, enough to actually say ‘STOP’?!

Thanks you for saying you would help I have some specific questions relating to WLAN computer networks as follows. The HPA in the UK have issued, in my opinion a very misleading statement as follows: referring to wireless networks they state ‘these systems require low power radio transmitters in the building and people should consider the potential educational benefits as well as any possible risks. It is impossible to give absolute guarantees of safety when dealing with new technology, but radio waves have been used for over 100 years and, at present there is no scientific  evidence of any harm from such systems.’

I wonder if you could comment on my points as follows and if you could add any more information or advice on the matter?

Firstly the WLAN network gives off microwave radiation of a similar frequency to that of a microwave oven and the new 3G phone network. The radiation is amplitude modulated or pulsed. In this form it has only been around to any extent for the last 12 years. There are many adverse health effects reported in the scientific literature as well as clusters of cancer around phone masts. We would advise that a WLAN system should not be used in a school. The radiation intensity from transmitters in each classroom could often be similar to the intensity received from a nearby phone mast.

2011 Saanich School District on Victoria Island, BC has passed the use of technology policy at their board meeting, which included:
a. There will be no Wi-Fi in elementary schools.

Passed two strong resolutions concerning microwave wireless radiation technology in schools:
Resolution 17 "calls on each Board of Education to have one public school at each education level (elementary, middle, secondary) that is free of Wi-Fi, cordless phones and cell phones. This school will only be equipped with wired computers and wired telephones for personal, educational and administrative purposes."
Resolution 18 calls on Boards of Education to "cease to install Wi-Fi and other wireless networks in schools where other networking technology is feasible."

2012 French Health Research
Demonstrated that electromagnetic fields (EMFs) substantially alter the physiology of the blood and brain of electrosensitive people and that the impact on these biological markers increases and decreases according to the intensity of EMF exposure. “We know with certainty that electromagnetic hypersensitivity is not psychosomatic... independent and immediate action is needed to reduce people’s overexposure to EMFs.

2011 The International Agency on Research of Cancer (IARC) at the World Health Organization classified "Radiofrequency Electromagnetic Fields" "emitted by wireless communication devices" as Type 2B Possible Carcinogen (possible cancer risk to humans). The WHO report concluded that "additional research is important"; and advised the public, particularly young adults and children, to “take pragmatic measures to reduce exposure”. This classification also includes Wi-Fi emissions.

2011 Council of Europe
The Parliamentary Assembly of the Council of Europe (PACE), called on European governments to “take all reasonable measures” to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, “and particularly the exposure to children and young people who seem to be most at risk from head tumours”.

According to parliamentarians, governments should "
